The city of Sulphur Springs operates under a home rule council-manager form of government in which the administrative powers of the city are vested in the city manager, who is accountable to the City Council.

Seven council members serve on the city's governing body and are elected from the city at-large, by place, for three-year terms. A mayor and mayor pro tem are appointed by the council each June.

Current council members include: Gary Spraggins, mayor; Chris Brown, mayor pro tem; Craig Johnson, Clay Walker, Freddie Taylor, Oscar Aguilar, and Charles Oxford.

Marc Maxwell is the city manager, and Gale Roberts is city secretary.

The city manager is responsible for the general supervision of the city and for implementing policies established by the council. He appoints department heads and prepares operating and capital budgets for the council's consideration. He attends all council sessions, prepares reports and makes recommendations to the council.

The council meets in regular session the first Tuesday of each month in the Municipal Building, 125 South Davis Street at 7p.m.

The council is further assisted at meetings by the following staff members: Peter Karstens, finance director; Jim McLeroy, city attorney; Craig Vaughn, utilities director; Johnny Vance, director of community development; Jim Bayuk, chief of police; Kevin McCarty, parks director; and Gerry Cleaver, director of fire services.
