As of the census of 2000, there were 31,960 people, 12,286 households, and 8,882 families residing in the county. The population density was 41 people per square mile. There were 14,020 housing units.

There were 12,286 households out of which 32.50% had children under the age of 18 living with them, 58.50% were married couples living together, 10.00% had a female householder with no husband present, and 27.70% were non-families. 24.10% of all households were made up of individuals and 11.80% had someone living alone who was 65 years of age or older. The average household size was 2.56 and the average family size was 3.04.

Hopkins County was once know as the Dairy Capital of Texas. Although Dairy Farms declined in the area in the late 1990s there are still a number of dairy farms located there today. The Southwest Dairy Museum is located in Sulphur Springs.
